The article substantiates the defining role of education in the formation of human capital. The fallacy of the policy of deideologization of society and education is argued. The comparative characteristics of the Soviet and modern education systems are carried out. The relevance of the formation of students' awareness of the sense of ownership of their knowledge and the ability to manage them is substantiated.
