The article analyzes the prerequisites for the emergence of constitutional culture in the norms and principles of Judaism. The religious norms of this religion protect the natural rights of a person and are a certain limiter of state power. In the Jewish legal tradition, any legislative norm is based on the prescriptions of religion and performs the function of protecting one or another religious value, which are established by the prescriptions of Judaism. The religious values of the Jewish religion, according to the authors, are at the same time legal.
