FEATURES OF CONSTITUTIONAL AND LEGAL REGULATION IN THE SPHERE OF FINANCIAL MANAGEMENT OF THE RUSSIAN FEDERATION

The author of the article defines the features of constitutional and legal regulation in the field of financial management that have developed in the Russian Federation both over the past decades and with the peculiarities of the current situation. The article presents an overview of the leading Russian experts’ views on constitutional and legal regulation and the accents in the regulation of financial management, determined by the Law on the Federal Budget for 2023 and for the Planning Period of 2024 and 2025. The author briefly analyses trends in constitutional and legal regulation in the field of financial management, considering the Address of the President of the Russian Federation to the Legislative Assembly on February 21, 2023.
