The article discusses the legal and organizational problems that arise before a teacher during the competition for a position from the teaching staff, in the course of work. The mechanism of an effective contract is revealed as a means of increasing the interest of the teacher and improving the quality of educational services provided. The ambiguous requirements of local regulations to teaching staff are revealed, and emphasis is also placed on the provision by federal legislators to employers-universities of greater freedom and autonomy in matters of solving key issues in the organization of the work of teaching staff.
