THEORETICAL AND LEGAL FOUNDATIONS AND LEGISLATION ON CHILDREN'S OMBUDSMEN

The issue of protecting the rights of minor children remains relevant. The impetus for solving the problems of this group was given by the introduction of a new socio-legal institution. The purpose of the article is to analyze the theoretical and legal foundations and legislation on children's ombudsmen. The methodology. The reliability of the research results is ensured by the theoretical analysis of scientific literature and the formal legal method. It has been established that the institution of the Commissioner for Children's Rights in the structure of public authority is ambiguous. The analysis of the opinions of scientists does not allow us to consider this institution of power as independent. It is concluded that this institution has legislative powers at the federal level, and executive powers at the regional level.
