In the article, the authors analyze the evolution of the state policy of spatial development, comparing the provisions of the Strategy of Spatial Development until 2025 and the current Development Strategy until 2030 with the forecast until 2036, emphasizing the shift of the state strategic vector from the priority of geostrategic territories to the direction of the development of core settlements. The obtained results of the study allow us to conclude that there are persistent imbalances in the socio-economic development of the constituent entities of the Russian Federation.
It is noted that despite the declared goals of balanced development, the key instrument of state policy in this subject area remains the concentration of resources in "growth points" (agglomerations, core settlements, geostrategic territories), which can aggravate the center-periphery imbalances. The paper critically assesses the gaps in regulation, including the lack of effective mechanisms to stimulate the resettlement of the population to small towns, which leads to overcrowding in megacities, insufficient synchronization of strategic documents and special regulatory legal acts in the field of urban development, as well as the low efficiency of measures to support depressed regions. Directions for improving the state policy of spatial development are proposed, including strengthening the role of the macroregional approach, developing horizontal links between territories and introducing comprehensive mechanisms to stimulate migration to small towns and rural areas.
