This article examines the problem of engaging minors in terrorist and sabotage activities through information and telecommunications networks, which has become particularly relevant in the context of the special military operation in Ukraine. Based on empirical data and documented cases, the author reveals a multi-stage mechanism of recruitment of minors by the intelligence services of unfriendly states, which includes stages of establishing initial contact, manipulative influence, ideological indoctrination, and involvement in the practical implementation of terrorist and sabotage acts. Key factors of vulnerability among minors are identified, including active presence in the digital space, a high need for psycho-emotional support, and a low level of legal awareness. A system of countermeasures against this destructive phenomenon is proposed, integrating the efforts of government structures, educational institutions, and families, aimed at fostering critical thinking in adolescents, monitoring their digital activity, and improving methodologies for the early detection of signs of radicalization. The research findings hold practical significance for professionals in the field of national security, educators, and parents involved in the upbringing of minors in contemporary geopolitical conditions.
