The article considers the relevance and need for legal regulation of digital currencies in the context of the rapid development of the modern technological landscape. The problems of digital currencies, such as PTS and ETF, are accompanied by the uncertainty of the legal regime and potential risks to financial stability and the protection of the rights of consumers of financial services. The author analyzes the principle of technological neutrality as the main benchmark for creating effective legal regulation that can adapt to new innovations without the need for frequent changes in legislation. Particular attention is paid to balancing between supporting innovative technologies and stabilizing the economic environment. The conclusions of the article emphasize the need for international cooperation, in particular within the framework of the G20 and BRICS, and the unification of approaches to the legal regulation of digital currencies, as well as the formation of recommendations for the introduction of the principle of technological neutrality in national legal systems.
