The article analyses the Russian experience and reveals the stages of implementation of project and lean management in the Tyumen Region Branch of the Pension and Social Insurance Fund of the Russian Federation and other territorial bodies. Special attention is paid to the synergy of project management and lean production in the system of public institutions in the context of improving management processes and social interaction of employees of the organisation. The article analyses the normative and legislative acts of project and lean management aimed at solving a wide range of tasks of public institutions related to improving the efficiency and effectiveness of activities from the position of development of positive social changes in the social sphere of the region. It is concluded that the synergy of project management and lean production is aimed at the formation of a new culture of labour productivity, implemented through staff involvement and continuous improvement of socio-cultural and socio-economic characteristics of the systems of public institutions.
