After the October Revolution of 1917, the Bolshevik government established a new system of public authority based on the Marxist political and ideological platform. Organizationally, this was implemented through the formation of a system of Soviets at all levels, including the local level. During all 74 years of the existence of the Soviet state, local Soviets had contradictory developments and different names. The article reveals the features of legislative regulation of regional and provincial Councils of People's Deputies after the adoption of the last Constitution of the USSR in 1977. The article analyzes the norms of laws at the union and republican levels (using the example of the RSFSR) that regulated the elections of deputies of regional and provincial Councils of People's Deputies, the powers and other components of the legal status of these government bodies in the late 1970s, relevant government decisions, as well as scientific works that address this issue, including those by authors of the Soviet period. It is noted that at that time, updating the legislative framework in the activities of local Councils of People's Deputies provided a positive impetus aimed at expanding the activity and effectiveness of local Councils of Workers' Deputies, but was never implemented later, and Soviet society continued to plunge into a period called "stagnation", where local Councils of Workers' Deputies actually acted as executors of decisions of higher authorities, and the main decisions were made by the party-bureaucratic apparatus.
