IMPORT SUBSTITUTION IN THE AGRICULTURAL SECTOR OF THE ECONOMY OF THE REPUBLIC OF BELARUS AS A FACTOR IN ENSURING FOOD SECURITY

Food security is an essential component of national security and a necessary condition for the implementation of the strategic national priority – ensuring high living standards of the population and conditions for the harmonious development of the individual. Food security is considered to be achieved if all people have constant physical, social and economic access to a sufficient amount of safe and nutritious food that allows them to meet their nutritional needs and taste preferences for an active and healthy lifestyle [4]. Import substitution plays an important role in this process. The article examines the concept of food security and import substitution, using the example of the agricultural sector of the economy of the Republic of Belarus, analyzes the main trends in achieving food security through the policy of import substitution. The authors conclude that the increase in agricultural production, increasing its competitiveness and economic efficiency in the context of import substitution are largely determined by the scale of government support and the directions of its distribution. This is due to the fact that a significant part of business entities do not have sufficient internal and external sources of financing for not only expanded, but also simple reproduction, which necessitates an increased role of state support.
