THE FORMATION OF THE CONCEPTUAL BASIS OF IDEA OF THE UNITY PUBLIC AUTHORITY SYSTEM

This article examines the theoretical and conceptual basis of idea of unity of public authority system. The relevance of the issue is due to the ongoing building of public authority system in Russia. The work uses an integrated approach that combines the methodology of the theory of state and law and constitutional law. The work taking into account the provisions of the political and legal doctrines from that the concept under study originates. The conclusion is formulated that the idea of the unity of the system of public authority can be implemented in practice only in democratic state.
