In the article, the author substantiates the terminological vagueness of the terms "freedom of conscience" and "freedom of religion", which was very often allowed in Soviet literature, and, in the author's opinion, may negatively affect lawmaking and law enforcement practice. The blurring of definitions is manifested in the fact that, depending on the context, researchers sometimes contrast them with each other, then use them as synonyms. The author notes that a kind of indicator of a new period in Russian historiography was the active use of the terms "freedom of religion", "religious policy", "religious reforms", etc., which was stimulated by the adoption of the Law of the RSFSR "On Freedom of Religion". The author concludes that the law "freedom of conscience" and "freedom of religion" presuppose different content.
