THE IMPACT OF THE FIRST WORLD WAR ON THE DEMOCRATIZATION OF THE IRKUTSK CITY DUMA

The article examines the impact of the First World War on the democratic transformation of the Irkutsk City Duma. The city government faced many challenges and had to adapt quickly to the new conditions. Broad representation has become one of the ways to solve emerging problems. Cooperation with public organizations and broad segments of the population on topical issues of refugee accommodation, cantonment of troops, provision of food to the population, etc. they contributed to the democratization of the Irkutsk Duma. During the years of the First World War, the speed of decision-making increased, the model of the governor's relationship with the city government changed, which eventually resulted in the democratic transformation of the City Duma.
