The basis for conducting modern educational reforms is historical experience, the Great Russian Revolution opened a new stage of large-scale transformations in the sphere of school construction and pedagogical education. Educational institutions of pre-revolutionary Russia ceased to exist, the stake in the matter of teacher training was made on secular in nature of education and democratic in the composition of students and teachers teacher seminaries and institutes. New Soviet pedagogical technical schools were opened on the basis of teacher seminaries, and teacher institutes were transformed into pedagogical universities. At the same time, the new government expected pedagogical educational institutions to prepare not just a teacher - a bearer and transmitter of knowledge, skills and behavior, as it was in pre-revolutionary times, but a new "Soviet teacher" - a bearer of the ideals of the revolution and social reorganization of society.
