Problem statement. Information resources and services play a key role in modern social management, but their effective utilization is often hampered by insufficient data structuring and integration. To solve this problem, an ontological model is needed to formalize knowledge about the subject area and ensure semantic compatibility of different information elements.
Goal. To analyse the features of using modern information resources and services in social management and build an ontological model to improve the understanding and application of a particular service by key actors.
Results. The methodological limitations are revealed and the understanding of the phenomena under study is deepened by means of analytical processing of research results of related sciences. The construction of conceptual and categorical apparatus of the considered subject area, component structure of information support is realised; classifications for information resources and modern information technologies are derived. The peculiarities of using modern information resources and services in social management are analysed and an ontological model of such use is built on the example of a fan card.
Practical significance. The construction of the ontological model is a way to improve the information support of social management, optimize the work of specialized bodies and improve the quality of social services provided to citizens. Adapted modeling methodology and derived classifications can be used to improve information processes in the social sphere.
