The article examines the assessment of the state and political development of the Russian Empire in the 18th century given by Prince M. M. Shcherbatov. During this period, significant changes occurred in views and judgments regarding power, the state, politics and social structure. A significant influencing factor was the ideas of the Enlightenment. In his works, Shcherbatov subjected a very wide range of state and legal problems to critical analysis.
