The article reveals the cultural and educational activities of zemstvos in the Urals, which were vivid and intense. This includes the development of public education, both school and extracurricular, librarianship, the creation of folk theaters, interest groups, lectures, organization of holidays, etc. The dynamics of school construction, issues of the sanitary condition of schools, as well as physical education of schoolchildren are considered. The active activity of the zemstvo serves as an example for the work of modern local governments.
