SOCIAL AND COMMUNICATIVE THEORIES AND PRACTICES OF MODERNIZATION OF POLITICAL POWER IN THE CONDITIONS OF DIGITALIZATION OF PUBLIC RELATIONS

The article provides a socio-philosophical study of the specifics of modernization of political power in the context of transformation of society by means of digital technologies. It is shown that transformation processes go beyond the limits of a single individual's will in society and, in conditions of nonlinearity, pursue the goals of unconscious aspirations of its members, which forms a synergetic effect manifested in the axiological context of social communication. The specificity of transformation of political power in the information society is the implementation of institutional activities aimed at deconstructing globalization processes by means of localism, as a form of fragmentation of modernization. As a result, the implementation of Russian localism as a way of self-identification of the "state-civilization" requires the formation of a sphere of "digital sovereignty" over the information space within society, which becomes the basis for counteracting destructive methods of social engineering and lays the foundation for transforming the axiological guidelines of individuals in the virtual space.
